Capt. Evans

Captain Michael Evans began his career as a law enforcement officer with the Sumter Police Department in June of 1998. He has worked for the agency as a Patrol Officer, Community Oriented Police Officer, Traffic Officer and Recruitment Officer. In 2007, he was promoted to Sergeant and reassigned as the Training Officer. From this position, he transitioned to work as a Patrol Sergeant and the Traffic Supervisor. In April 2010, he was promoted to Captain and appointed to assume command of the Support Services Division.

As the commander of this division, Captain Evans oversees and manages the Records, Recruitment, Training, and the Citizens Assistance Unit (CAU). Evans also oversees the department’s procurement, vehicle fleet and facility maintenance. It is the mission of the division to provide continual support to the agency in order to ensure that law enforcement operations are effective and uninterrupted.

About Support Services

  • Citizens Assistance Unit

    The Citizen Assistance Unit (CAU) offers citizens access to a police officer at the Law Enforcement Center in order to obtain copies of police reports and traffic collision reports. Citizens may also file a police report in the CAU, if needed. Officers assigned to the CAU monitor visitors to the police department, provide referrals to appropriate resources and perform local criminal background checks.

    Records & Administration

    Sumter Police Department’s Records and Administration Office is tasked with a number of responsibilities which provide administrative support to both city and county law enforcement. Trained personnel answer the switchboard Monday-Friday from 8am-5pm. The office issues all state uniform traffic ticket books to city and county law enforcement personnel. The office also logs and maintains all tickets (arrest, traffic, warning) and incident reports. Additionally, all Magistrate and General Sessions Court case files are maintained within the office. In accordance with State Law Enforcement Division regulations, certified personnel conduct criminal background checks to assist federal, state, and local agencies. The division also issues taxi operator licenses for drivers operating within the City of Sumter.


    The purpose of the Sumter Police Department Training Unit is to prepare, instruct and train police officers who serve the City of Sumter. The division places a high priority on assessing current trends in officer safety and law enforcement practices, and developing specialized training to address these issues. The Training Division also monitors national, state and local training opportunities, coordinates course registration for all officers in the department, and maintains strict compliance with South Carolina Criminal Justice Academy (SCCJA) requirements.

    The Training Division coordinates quarterly in-service training and promotional testing for all sworn personnel, and also provides requisite training for the department’s civilian staff. Designed to meet the ever changing needs of 21st century law enforcement, the department’s training initiatives comply with standards mandated by SCCJA and the Commission on Accreditation for Law Enforcement Agencies (CALEA).
